incorrectly referred to as topping off) is a ceremony held when the last beam is placed at the top of a building. The term may also refer to the overall completion of the building's structure. A topping out ceremony is usually held to commemorate the event.&lt;br /&gt;&lt;div&gt;The practice of "topping out" a new building can be traced to the ancient Scandinavian religious practice of placing a tree on the top of a new building to appease the tree-dwelling spirits of their ancestors that had been displaced.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;While common in the United Kingdom, Germany, Czech Republic, and Poland, the origins of the ceremony are obscure. Its practice has long been an important component of timber frame building. This tradition migrated to America with European craftsmen. The ceremony has also become tradition in the United States for union tradesmen when a structure is completed.&lt;br /&gt;State and national flags are often raised atop the structure. While the ceremony itself has no standard agenda, it usually includes the placing of an evergreen tree upon the structure to symbolize growth and bring luck. The last beam to be hoisted is painted white and is signed on the ground by all workers before it is hoisted into place by crane. The height of the ceremony takes place when the piece of steel is lifted into place and secured (although not completely).&lt;br /&gt;&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Tradesmen on the job usually join in the celebration as well as the supervisors, representatives of the architecture and engineering firms, the owner or representatives of the owning organization, donors, and any VIPs that are invited.&lt;br /&gt;&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Often, the final piece of steel has little or no structural significance to the structure. After the ceremony is over, the piece of steel will be completely secured. On-going work includes the steel building framework being erected, a ring road around the property for delivery trucks and fire department access, early work by ITC/DTE Energy leading to the installation of the power lines that will feed an on-site substation and the construction of that substation.&lt;br /&gt;&lt;br /&gt;Inergy is expected to make 1.3 – 1.4 million fuel systems a year in the new facility. Currently, the parts are made at a plant in Milan. The facility has been designed with the ability for expansion if needed in future years.&lt;br /&gt;&lt;br /&gt;“There are many opportunities within this LDFA district,” said Huron Township LDFA Chairman, R.P. Lilly. “A light manufacturer supplier or components operation would make a suitable neighbor for Inergy and they could move in quickly at nearby plant that is up for sale.” The LDFA helps companies through many aspects of new development processes.&lt;br /&gt;&lt;br /&gt;Inergy Automotive Systems has a production base in North America, including plants in Adrian Michigan, Anderson South Carolina and Ramos Mexico. The company primarily supplies Ford, General Motors, Hyundai, Nissan and Chrysler.&lt;br /&gt;&lt;br /&gt;They plan to ship their first product in April of 2012, but weather will be a driving factor. “Our people can handle the cold, but the wind and rain is what can halt our construction progress,” stated Vice President of Human Resources, Sandra MacDonald. The company is emphatic about safety and the safety of its crew is number one on this busy construction site. The LDFA plans to continue to bring interesting updates about this construction project on a monthly basis until the project is complete next spring. From purchasingtoys on sale in the summer, to knitting gloves, scarves and hats, there isalways someone working for this cause. The Goodfellow effort is headed by Mrs.Linda Burke and Mrs. Helena Lilly. &lt;/span&gt;&lt;/div&gt;&lt;br /&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;Over the course of three days, the Goodfellows of HuronTownship, sponsored by the HT Rotary, gathered with over 550 volunteers toprovide food baskets for over 175 families and toys to more than 330 kids,within the township. It all starts out on the Saturday following Thanksgivingwhen 168 volunteers stand on corners on the outer limits of the township andsell Goodfellow papers for six hours. Last year more than $6000 was collected.This was added to the generous corporate and individual donations that weresolicited by the Goodfellows prior to the basket distribution. &lt;/span&gt;&lt;/div&gt;&lt;br /&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;Volunteers came from Summit Academy schools, Renton JuniorHigh's Junior National Honor Society, Outdoor Challenge, Boy Scouts, the CERTteam in the township, the fire department, Rotarians and their families, andthe 4-H Club. Everyone comes with a smile and a purpose; it becomes a reunionfor those who have helped in the past. The township board willconsider adopting the $2.6 million spending plan at its next meeting Nov. 9.The budget is for the new fiscal year that begins Jan. 1.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;Supervisor Elke Doom confirmed that the negotiated newhealth premiums will reduce Township costs considerably. A public hearing onthe plan was held and the 2011 budget was about $2.7 million.&lt;/span&gt;&lt;/div&gt;&lt;br /&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;“We had quite a bit of growth” in subdivisions andneighborhoods, according to Mrs. Doom. “We were one of the few communities inthe Downriver Area that showed a population increase.” The township isanticipating slightly more income in revenue-sharing funds due to an increasein population as recorded in the 2010 Census. Finney says theGovernor backs this up by saying he is practicing what he is preaching by passingover 200 bills since January of this year. He also expects to complete thesetasks with a balanced budget.&lt;/span&gt;&lt;/div&gt;&lt;br /&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: Calibri;"&gt;Further Finney stated, “We need to reinvent the MEDC andgive entrepreneurs access to capital and making our cities attractive so theyoung people and their talent, stays here.” He also indicated the need for aconsistency between all aspects of government and the Pure Michigan campaign hebelieves is the branding that will bring a consistent message about howMichigan does business. The Leadership in Energy and Environmental Design (LEED®) Green Building Rating System™ is a green building certification offered by the non-profit U.S. Green Building Council (USGBC).&lt;br /&gt;&lt;br /&gt;ENERGY STAR is a technical assistance and recognition program that offers owners and managers of all buildings access to tools and resources at no cost to help them evaluate their energy performance and reduce energy use and GHG emissions. This includes natural predators of mosquitoes as well as ladybugs, butterflies, and other insects that pollinate flowers, digest feces, remove detritus from the ecosystem, and otherwise make life on earth livable. In fact, wetland habitats could be perceived as a better method of insect control than traditional spraying treatments. &lt;br /&gt;&lt;br /&gt;Although mosquitos can transmit disease to humans, they are primarily a bother. Personal protection such as long clothing and repellant can protect a person from the itching bites of a mosquito. People should remember that mosquitos, and other insects, are an important part of the ecosystem. In a book The Diversity of Life, famous entomologist Edward O. Wilson discusses the necessity of land-dwelling arthropods and insects, saying that "if [they] all were to disappear, humanity probably could not last more than a few months." Most other life forms, like amphibians, reptiles, birds, and mammals would also become extinct because of the domino effect that would occur in the food chain. &lt;br /&gt;&lt;br /&gt;So according to the facts wetlands can be great for controlling mosquitos and maintaining balance. One action that often needs to be addressed is wetland mitigation. Wetland mitigation is often necessary when a business needs to build on a watershed for various reasons, so other wetlands are created or taken from a wetland bank. &lt;br /&gt;&lt;br /&gt;A mitigation bank is a wetland, stream, or other aquatic resource area that has been restored, established, enhanced, or (in certain circumstances) preserved for the purpose of providing compensation for unavoidable impacts to aquatic resources. A mitigation bank may be created when a government agency, corporation, nonprofit organization, or other entity undertakes these activities under a formal agreement with a regulatory agency.&lt;br /&gt; &lt;br /&gt;On the average it cost $25,000 per acre to establish a wetland area. The process for wetland mitigation includes a topographic map that must be completed. Topographic maps are used widely for both recreational and industrial purposes. They differ from political, physical or road maps in the detail they show regarding the physical environment depicted. This will also insure that the area will be used as a passive reservation. Then a tree survey is conducted. It is an important survey that is performed on private or public landscapes. The goal of the survey is to provide useful information on the trees so that property managers can make informed decisions. Based on the information that they receive from the survey, they may then decide what to do with the trees.  Finally a committee reviews all these actions and if all goes well this process should take four weeks to complete. Most people are familiar with the cattail or lily pad wetland found in areas with standing water, but wetlands can also be grassy meadows, shrubby fields, or mature forests. Many wetland areas have only a high ground water table and standing water may not be visible. Types of wetlands include deciduous swamps, wet meadows, emergent marshes, conifer swamps, wet prairies, shrub-scrub swamps, fens, and bogs.&lt;br /&gt;&lt;br /&gt;Once it decided where the wetland will be created and how much land will be used, the crew can begin. There are many phases of construction but basically the first step is to dig the drain. In understandable terms, once the hole is dug meeting all the elevation and leveling requirements, it can be planted. The construction crew installs the reserve with native plants, seedlings and habitat cover to encourage wild life growth along with various techniques to combat invasive species. The wetland permit holder is responsible for maintaining the wetland and making sure it prospers with the conservation easement and passive reservation uses. &lt;br /&gt;&lt;br /&gt;The Huron Township LDFA is currently researching the placement of 2.83 acres of wetland for a potential organization that wishes to locate in its district. Specialty companies can do much of the reconfiguration and movement for you, but many times it is the individual offices that can be the biggest challenge making it easier on the staff helps build commoradorie for the next location. &lt;br /&gt;&lt;br /&gt;Here are some tips to help your group prepare for the move or reconfiguration.&lt;br /&gt;&lt;br /&gt;• DESKS - It is necessary to empty desks. Paper clips, pencils and other loose items should be sealed in envelopes. Current working papers, letter trays, books and items on top of the desk should be packed in a carton. Protect all glass receptacles with paper or other material in the carton.&lt;br /&gt;• FILING CABINETS/UPRIGHT - These cabinets will generally be moved with contents intact. Tighten the internal draw to hold contents in place. Lock the cabinet if possible. If not possible, secure each drawer with filament tape. If locked, remove the key and pack in a safe place. Note: If the file has a punch-in lock and you do not have the key, wrap tape around the clock to avoid accidental locking.&lt;br /&gt;• PICTURES, MAPS AND BULLETIN BOARDS - These items, if secured to the wall, should be removed. Tag each piece and leave against the wall. The mover will handle. Small pictures, etc., should be consolidated so as to fill a carton. Newspaper should be stuffed in empty spaces between the pictures.&lt;br /&gt;• FILING CABINETS/LATERAL - These cabinets cannot be moved with the contents intact. Pack all of the contents in cartons, and secure the drawers by locking or with tape.&lt;br /&gt;• BOOKCASES - All contents should be packed in cartons. After packing, remove the shelves and tape together. Remove the shelf pins and pack in an envelope.&lt;br /&gt;• SUPPLY OR STORAGE CABINETS - All contents should be packed in cartons. Lock/tape the cabinet doors.&lt;br /&gt;• SMALLER OFFICE MACHINES, (scanners, printers, etc.) DO NOT PACK THESE MACHINES. Leave the machine on top of the desk or stand. Be sure the equipment has been serviced and all components disconnected. Small items, such as power cords should be packed in zip lock bags or cartons.&lt;br /&gt;• SPECIAL EQUIPMENT - Certain types of equipment such as copiers or computer equipment require special servicing by the company trained personnel. These arrangements should be made directly with the vendor of each particular machine prior to the move date. Personal Computers should be backed-up and separate components should be disconnected prior to moving. His State of The State has once again given hope to businesses in Michigan.&lt;br /&gt;&lt;br /&gt;Governor Snyder said  “A key step in moving Michigan forward is the setting of clear, measurable goals that serve as a catalyst for positive change.”  The governor unveiled a website that lets officials and the public gauge Michigan's progress.  The Michigan Dashboard, which is available online at &lt;a href="http://www.michigan.gov/midashboard"&gt;www.michigan.gov/midashboard &lt;/a&gt;shows the status of progress in meeting objectives that impact economic growth, education, public health and safety, value for taxpayer dollars in government, and overall quality of life.&lt;br /&gt;&lt;br /&gt;"The State of the State will from now on be a report card of where we are as a state," Snyder said.  "It will be a realistic assessment of where we are improving, where we are not improving and what we need to do to move forward." &lt;br /&gt;&lt;br /&gt;Snyder also explained specific steps he is taking, such as reorganizing state government around purpose rather than function. That includes refocusing its economic development efforts to better support local and regional initiatives.  To help reverse the brain drain that hampers Michigan's ability to attract high-tech industries, the Department of Civil Rights will develop initiatives to encourage immigrants with advanced college degrees to move to Michigan.&lt;br /&gt;&lt;br /&gt;"Every farmer and manufacturer in the state can tell you why it is important to have world trade.  This new bridge will create jobs, strengthen our economy and help establish Michigan as a hub for global commerce," Snyder said as he explained he would support plans to build another bridge to Canada.&lt;br /&gt;&lt;br /&gt;He also announced his budget recommendation will include $25 million to keep funding the successful "Pure Michigan" tourism advertising campaign.&lt;br /&gt;&lt;br /&gt;Many like the fact that he is going to run the State like a business. It is a voluntary program and currently includes 60 parks throughout the state of Michigan. &lt;br /&gt;Why does that make a difference to your developers and communities? &lt;br /&gt;Because it is used as a marketing tool to attract new businesses to the area. MEDA builds and maintains Web pages for each individual park and program based on the information that the parks provide. Prospective clients can take occupancy without delays. &lt;br /&gt;&lt;br /&gt;Eligible developments must have a set of protective covenants in place that address:&lt;br /&gt;• Compatible zoning uses&lt;br /&gt;• Landscaping&lt;br /&gt;• Parking&lt;br /&gt;• Type and style of building and building materials&lt;br /&gt;• Screened outdoor storage&lt;br /&gt;• Location of loading docks&lt;br /&gt;• Setback specifications&lt;br /&gt;• Sign control&lt;br /&gt;• Continuous management of park by municipality major property owners within the park or developer of the park.&lt;br /&gt;&lt;br /&gt;There is no minimum acreage requirement. Local zoning and protective covenant will define those uses allowed. Any development that meets these criteria is eligible for certification. The process started in 2008 with the purchase of 19.7 acres in the LDFA region. The commission was created in order to assist developments with relocation in Huron Township. GLR is Michigan’s leader in procurement and marketing of secondary commodities offering recycling solutions for most every industry and business type. They have four major recycling divisions currently handled at the Huron plant including: Commercial metal, Commercial paper, Commercial plastic/foam and Computer/Electronics. A family-owned tool and die company hit hard by the 2008 credit crisis, Brown Jig Grinding was able to secure an SBA loan through Huntington and will directly benefit from the Small Business Jobs Act, which was signed into law last week. This new law cuts taxes for small businesses, increases access to capital, and helps small companies sell their products overseas. Just today, 36 small businesses across Michigan were approved for over $18 million in SBA loans because of the Small Business Jobs Act.&lt;br /&gt;&lt;br /&gt;The Small Business Jobs Act eliminates fees charged for SBA 7(a) and 504 loans through the end of the year. Since Mike Brown, owner of Brown Jig Grinding, recently secured an SBA 7(a) loan through Huntington, he will not have to pay loan fees. Additionally, the new law increases SBA 7(a) loan limits from $2 million to $5 million; SBA 504 loans from $1.5 million to $5.5 million; and SBA 7(a) Express Loans from $350,000 to $1 million.&lt;br /&gt;&lt;br /&gt;“The best way to fix our economy is to create jobs, and the best way to create jobs is to help small businesses,” said U.S. Senator Debbie Stabenow. “The Small Business Jobs Act will help small businesses like Brown Jig Grinding partner with SBA lenders like Huntington, so they can access the credit they need to expand and hire more workers.”&lt;br /&gt;&lt;br /&gt;“Working with Huntington, we were able to secure an SBA loan to keep our business going,” said Mike Brown, owner of Brown Jig Grinding and member of the Michigan Manufacturing Association. “Thanks to the efforts by Senator Stabenow, this new law will completely waive the loan fees, freeing up capital that we can invest in our company.”&lt;br /&gt;“We’re pleased that leaders at both the federal and state level recognized that together, we can provide even more support to small business job growth at this critical time,” said Scott Wolffis, senior vice president of business banking in Michigan for Huntington. “We’re proud to be able to work with Mike Brown to meet his lending needs and save him money, and we hope other small businesses too will take advantage of the benefits provided by the Small Business Jobs Act.”&lt;br /&gt;&lt;br /&gt;“Companies like Brown Jig Grinding Company are the core of Michigan’s manufacturing sector, which is by far the largest sector of Michigan’s economy,” said Mike Johnston, Vice President of Government Affairs for the Michigan Manufacturers Association. “Access to capital is one of the greatest challenges for manufacturers and we are pleased to see Brown Jig Grinding Company take advantage of this program to expand their manufacturing business.”&lt;br /&gt;&lt;br /&gt;While it is the 37th largest bank in the country, Huntington is currently the fifth largest SBA lender in the country. Examples of captured revenue uses include purchase of property, construction of infrastructure, and creating publicly owned high-tech business incubator facilities.&lt;br /&gt;&lt;br /&gt;Michigan SmartZone technology groups promote resource alliances between industry, universities,  research organizations, government and other community institutions, growing technology-based businesses and careers.  Michigan “SmartZones” provide evident geographical locations where technology-based firms, researchers and entrepreneurs exist in close proximity to all of the community assets that help in their efforts. Both new and rising businesses in SmartZone technology clusters are generally aimed on marketing patents, ideas and other various opportunities surrounding corporate, university or private research institute R&amp;D efforts.&lt;br /&gt;&lt;br /&gt;There are a total of 15 SmartZones in Michigan, we have one in our own Huron Township. Golf with family or friends on an 18-hole, par-3 golf course. Run or inline skate along a paved, hike-bike trail. Shoreline fish or canoe along the river, as you observe swans or geese floating on the water. In the summer, coast down a water slide or drift along the lazy river at the Turtle Cove Family Aquatic Center. Ice-skate or play a game of hockey on three, picturesque frozen ice ponds during the winter. The metropark also offers scenic picnic areas, basketball, volleyball, and tennis courts.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Willow Metro Park &lt;/strong&gt;is the 1,258-acre park is located along the Huron River, and features a spacious swimming pool and waterslide in the summer time; beautiful par 3 golf course, hike-bike trails, as well as self-guided nature trails. 'Washago Pond' of Willow Park is open weekends from 10 am to 6 pm, up until October 10th.
